Ministry of Commerce delivered a circular on relevant issues of making efforts to accomplish the work of determining the qualification of enterprises undertaking foreign assistance project in 2006 to the competent commercial administrations of all provinces, autonomous regions and municipalities directly under the central government, related Central owned enterprises and economic and commercial offices in all embassies and consulates abroad on December 19, 2005. By now Ministry of Commerce has checked and ratified 368 Enterprises Undertaking Foreign Assistance Project and released the names through government’s network. For the purposes of accomplishing the work of determining the qualification of enterprises undertaking foreign assistance project in 2006, related issues are notified as follows: The enterprises that have submitted the application for qualification determination and are handling added and correct materials must sent record materials to Ministry of Commerce before December 31, 2005. The enterprises that their applications were not handled or approved should get back the submitted materials themselves before February 28, 2005. According to the provisions of related measures on qualification determination, as of January 1. 2006 when the enterprises apply for the qualification of the enterprises undertaking foreign assistance project, they should take the 2004 and 2005 as standard for the submitted audit report and achievements certificate. If there are any changes about stipulated items of the enterprises undertaking foreign assistance project that their qualification has been determined, the record materials must be sent to the Ministry of Commerce within one month as of the date of changing. If any enterprises refuse to perform their record duty and do not satisfy the qualification, their qualification of the enterprises undertaking foreign assistance project will be lost automatically. If any enterprises have the activities of cheating and bribery, the Ministry of Commerce has the right to cancel their qualification. Ministry of Commerce will carry out first qualification examination to the enterprises undertaking foreign assistance project in 2006. The enterprises taking part in the qualification examination should deliver the examination documents before the time limit stipulated in the circular about qualification examination. If any enterprises fail to deliver the documents, their qualification of the enterprise undertaking foreign assistance project will be lost automatically.
