Circular on Management Information System Construction of Product Oil Market
The responsible commercial sections in all the provinces, autonomous regions, municipalities, separately listed cities, and Xinjiang Production and Construction Corps: Recently, with the enforcement of information system construction, the quantity and quality of information in some provinces and cities have been raised. But deficiency of the system construction still exists. Matters of concern are listed as follows: I.Construction of Information System 1.Data submission and Transmission Provinces (Cities) with Data submitted and transmitted: Heilongjiang, Anhui, Fujian, Guizhou, Liaoning, Beijing, Shenzhen, Shaanxi, Qinghai, Hebei, Guangdong, Gansu, Shandong, Qingdao, Hainan, Guangxi, Hubei, Xizang, Xiamen, Xinjiang Corp, Sichuan. Provinces (Cities) failed to transmit due to data format problems: Dalian, Guangxi, Henan, Hunan, Jilin, Jiangsu, Ningbo, Tianjin, Xinjiang, Yunnan, Zhejiang, Chongqing. Provinces (Cities) failed to submit data so far: Ningxia, Jiangxi, Shanxi, Inner Mongolia, Shanghai 2.Network Information Update: Up to May 19, 2005, the first three Provinces (Cities) that issue authentic administrative information and update industry news are Shandong, Anhui, Qingdao; the first three Provinces (Cities) that preserve and update information in time are Beijing, Shandong, Qingdao. Most other provinces, regions or cities did a slow updating job. Shanghai, Inner Mongolia, Zhejiang, Guangxi have presented no information update by now. 3.Market Monitoring By now, the responsible commercial sections in Liaoning, Anhui, Qingdao, Shenzhen, Yunnan, Tianjin, Guangdong, Corps, Hainan, Fujian, Shaanxi, Jiangsu, Xinjiang, Jilin, Hebei, Hubei, Ningxia, Henan, Qinghai, Guizhou, Heilongjiang, Hunan, Zhejiang, Guangxi, and Shanghai have launched monitoring job on produce oil market operation and submit relevant monitoring reports. While other provinces, regions or cities have not submitted the reports yet. II.Main problems in Information System Construction The information preservation is inadequate, and column is not clearly identified. Less administrative information is issued. Information range is too broad. III.Adjustment of Information System Construction Grading Standard The current Grading Standard is amended and polished so as to reflect the accomplishment of information system construction (see Appendix 1). And a new accumulated points list is arranged in accordance with the newly amended Grading Standard (see Appendix 2). IV.Requirement for Future Work Provinces (Cities) that failed submission the information on product oil enterprise shall act promptly to submit the information. Basic construction work, like administrative information issuance, industry information update, and market operation monitoring, shall continuously be accomplished. The emphasis of system construction shall be adjusted in accordance with the newly amended grading standard.
