MOFCOM Spokesperson’s Remarks on the Final Determination on Anti-Dumping Investigation into Imports of Rape or Colza Seeds from Canada

Q: We have noted that MOFCOM issued the final anti-dumping investigation determination on February 28 regarding the imports of rape or colza seeds from Canada. Could you please provide details on this situation?

A: On September 9, 2024, MOFCOM initiated an anti-dumping investigation into rape or colza seeds imported from Canada. Since the initiation of the case, MOFCOM has conducted the investigation strictly in accordance with laws and regulations, extensively solicited comments from all interested parties, fully safeguarded the rights of all parties, and made the ruling in an objective, fair, and impartial manner. In August 2025, the preliminary determination was issued, deciding to impose provisional anti-dumping measures. On February 28, 2026, the final determination was announced, determining an anti-dumping duty rate of 5.9% for Canadian companies, and deciding to implement final anti-dumping measures starting from March 1, with an implementation period of five years. This measure will, to a certain extent, alleviate pressure on the domestic industry and contribute to maintaining its healthy and stable development.

China always advocates resolving trade disputes through dialogue and consultation. During the investigation, the Canada expressed concerns regarding the rape or colza seeds case on multiple occasions. Within the framework of rules, China took into account Canada’s reasonable requests and made the final determination based on facts and evidence. China stands ready to work with Canada to continue deepening China-Canada economic and trade cooperation and enhancing the well-being of both peoples.
