Q: On January 6, 2026, MOFCOM announced the tightening of controls on dual-use items exports to Japan. What considerations are behind this decision?
A: Recently, the Japanese leader has blatantly made erroneous remarks on China’s Taiwan region, hinting at the possibility of armed intervention in the Taiwan Strait. This constitutes gross interference in China’s internal affairs, seriously violates the one-China principle, and is extremely egregious in terms of both the nature and implications.
To safeguard national security and interests and fulfill international obligations such as non-proliferation, China has decided, in accordance with its Export Control Law and the Regulations on Export Control of Dual-Use Items, to prohibit the export of all dual-use items for Japanese military users, Japanese military uses, and any other end users and uses that could contribute to enhancing Japan’s military capabilities. Organizations and individuals from any other country or region that, in violation of the above stipulations, transfer or provide dual-use items of Chinese origin to organizations or individuals in Japan, will be held legally accountable.
