MOFCOM Spokesperson’s Remarks on EU’s Dual-Track Strategy Toward China

Q: According to media reports, the EU believes its pressure on China in the consultations on hybrid vehicles has paid off and plans to impose restrictions in more sectors. At a recent summit of EU leaders, a dual-track strategy was proposed to engage in intensive consultations while stepping up restrictions against China, even invoking the Anti-Coercion Instrument. What is China’s comment?

A: China has noted the relevant reports. The understanding reached by China and the EU on hybrid vehicles, based on the three principles agreed by the two sides—compliance with WTO rules, respect for facts, and non-discrimination—was reciprocal and mutually beneficial. It has effectively safeguarded the interests of Chinese companies, responded to the EU’s concerns, and prevented an escalation of China-EU trade frictions. The claim that “EU pressure worked” has no basis in fact.

The purpose of China-EU economic and trade consultations is to properly resolve differences through dialogue and consultation, and accommodate each other’s concerns. The two sides must show sincerity in solving problems. The EU should not harbour the illusion that pressure can bring about concessions, nor should it underestimate China’s resolve and capability to defend its own interests. We urge the EU side to pull with China in the same direction and promote the sound and steady development of China-EU economic and trade relations. (Released on October 16)
