MOFCOM Spokesperson’s Remarks on the Price Undertaking Agreement Reached Between China and the ROK in the Anti-Dumping Case on Hot-Rolled Steel Coils

Q: Recently, in the final ruling of the ROK’s anti-dumping case against hot-rolled steel coils from China, China and the ROK reached a price undertaking agreement. What is your comment on this?

A: On February 23, 2026, in the final ruling of its anti-dumping case against hot-rolled steel coils from China, the ROK announced that price undertaking agreement had been reached with the Chinese side. The industrial sectors of both countries have welcomed this development, believing that replacing anti-dumping duties with a price undertaking serves the interests of both nations’ industries and helps enhance the stability and predictability of steel trade between China and the ROK.

China and the ROK maintain close economic ties with deeply integrated industrial and supply chains and mutually beneficial cooperation. The soft landing of this case reflects mutual respect, mutual understanding, and accommodation of each other’s concerns, sending a positive signal for strengthening and deepening bilateral economic and trade cooperation.

Amid the current international situation, the proper resolution of the hot-rolled steel coils case by China and the ROK within the framework of WTO rules demonstrates to the world their firm stance in supporting multilateralism and safeguarding free and fair trade. It sets another example of properly addressing differences through dialogue and consultation, injecting positive energy into stabilizing international economic and trade cooperation.
