MOFCOM BJT
Q: On October 19, 2026, MOFCOM and relevant departments jointly issued an announcement on implementing export control on items such as shield machines and optimizing and adjusting export control measures for dredger-related items. What are the considerations behind this?
A: In accordance with the Export Control Law of the People’s Republic of China and other relevant laws and regulations, on October 19, MOFCOM, together with relevant departments, issued an announcement on implementing export control on items such as shield machines and optimizing and adjusting export control measures for dredger-related items. The relevant measures will officially take effect on November 18. Prior to this, we had notified the relevant countries and regions that have established export control dialogue mechanisms with China.
The items covered by these measures are clearly dual-use in nature. China’s implementation of export control measures in accordance with laws and regulations is consistent with common international practice, which could better safeguard national security and interests, and better fulfill international obligations such as non-proliferation. As a responsible major country, China’s decision to put relevant items under control or optimize and adjust relevant control measures reflects its consistent position of firmly safeguarding world peace and regional stability. The Chinese government is ready to work with all countries to keep the global industrial and supply chains stable and unimpeded. China will review relevant export license applications in accordance with laws and regulations, and will approve applications that meet the requirements. At the same time, China is ready to engage in communication and dialogue with relevant parties on export control policies and practices through bilateral export control dialogue and exchange mechanisms, and to jointly and actively promote and facilitate compliant trade.
