On October 17, MOFCOM released the 2025 Report on WTO Compliance of the United States. A principal official from the MOFCOM Department of World Trade Organization (WTO) Affairs provided relevant details.
Since 2023, based on an objective assessment of the United States’ WTO compliance, China has been publishing annual reports to express concerns regarding U.S. policies and measures, including actions that undermine the multilateral trading system and amount to trade bullying, double standards in industrial policies, and disruptions to global industrial and supply chains. Since the release of the 2024 report, the U.S. has continued to disregard the expectations of other members, acting in ways inconsistent with WTO rules and obligations. It has escalated unilateral measures, frequently implemented discriminatory policies, introduced so-called “reciprocal tariffs”, and initiated a global trade war. These actions seriously infringe upon the legitimate rights and interests of other nations, constitute severe violations of WTO rules, and significantly damage the rules-based multilateral trading system. In light of these developments, MOFCOM has issued the 2025 report to reiterate serious concerns about the relevant U.S. policies and measures.
The WTO-centered multilateral trading system serves as the cornerstone of economic globalization and international trade. The WTO is a rules-based international organization whose effective functioning relies on all members fully fulfilling their obligations while enjoying their rights, and requires mutual oversight and cooperation among its members.
At a time when the multilateral trading system faces significant challenges, China hopes that the release of the 2025 report will urge the U.S. side to promptly correct its wrongdoings, strictly abide by WTO rules, and honor its obligations as a member. We call on the U.S. to revoke its non-compliant measures, such as the “reciprocal tariffs”, as soon as possible, and work with China and other members to enhance the role of the multilateral trading system in global governance and jointly realize an equal and orderly multipolar world with inclusive economic globalization that benefits all.
