MOFCOM Spokesperson’s Remarks on Ruling in Anti-Circumvention Investigation into Optical Fiber Products Imported from the U.S.

Q: We have taken note of the announcement published on MOFCOM’s website regarding the imposition of anti-circumvention measures on certain optical fiber products imported from the United States. Could you provide further details on this matter?

A: On March 4, 2025, in response to an application from domestic firms, MOFCOM initiated an anti-circumvention investigation into imported cut-off shifted single-mode optical fiber products from the U.S. This case marks China’s first anti-circumvention investigation.

Since then, MOFCOM has conducted the investigation in accordance with laws and regulations, ensuring the openness and transparency of the procedure and fully safeguarding the rights of all interested parties. The evidence gathered during the investigation indicated that U.S. exporters were circumventing China’s anti-dumping measures on non-zero dispersion shifted single-mode optical fiber products from the U.S. by exporting the relevant cut-off shifted single-mode optical fibers to China. Based on the findings, MOFCOM has issued an announcement deciding to implement anti-circumvention measures, which will be effective from September 4, 2025.
