China Releases the International Economic and Trade Cooperation Initiative on Green Mining and Minerals and China’s Actions to Implement the G20 Initiative on Supporting Industrialization in Africa and Least Developed Countries

The 20th G20 Summit was held in Johannesburg, South Africa, on November 22-23. At the summit, Premier Li Qiang announced the International Economic and Trade Cooperation Initiative on Green Mining and Minerals and China’s Actions to Implement the G20 Initiative on Supporting Industrialization in Africa and Least Developed Countries. MOFCOM held a special event for the releases, which was attended by Indonesian Coordinating Minister for Economic Affairs Airlangga Hartarto, Secretary-General of the United Nations Conference on Trade and Development (UNCTAD) Rebeca Grynspan, and South African Deputy Minister of International Relations and Cooperation Thandi Moraka, among others.

In 2024, while addressing the 19th G20 Summit, President Xi Jinping stated that China is willing to continue deepening international cooperation in areas such as green mining with all parties. During this year’s summit, China, together with relevant parties, jointly proposed the International Economic and Trade Cooperation Initiative on Green Mining and Minerals. The initiative elucidates a new vision for green mining and minerals and identifies seven key areas for cooperation: creating an open and secure policy environment, promoting green trade liberalization and facilitation, better fulfilling social responsibilities, striving to benefit more people, deepening technological exchange and capacity building, strengthening investment and financing cooperation, and deepening cooperation through multilateral frameworks. These measures will strongly advance green transformation and sustainable development, and help build a new type of open, win-win, just, and equitable partnership for mineral resource cooperation of the world. To date, the Initiative has garnered the participation and support of over 20 countries and international organizations.

In 2016, during its G20 presidency, China initiated and facilitated the adoption of the G20 Initiative on Supporting Industrialization in Africa and Least Developed Countries. This year, as the G20 Summit is held for the first time on the African continent, with the support of relevant countries and international organizations, China reviewed and summarized the actions and achievements in implementing the G20 Initiative on Supporting Industrialization in Africa and Least Developed Countries over the past decade, which culminated in the compilation of China’s Actions. This document comprises three sections: guiding principles of China’s support for Africa’s industrialization, China’s practices and achievements in supporting Africa’s industrialization, and future prospects. It also highlights good practices across eight areas, including expanding investment in manufacturing, unlocking potentials in digital industry, advancing the green development of mineral resources, supporting agricultural industrial chains, assisting infrastructure development, promoting the development and utilization of renewable energy, strengthening industrial development capacity building, and providing diversified financial support, with the aim of assisting African countries in achieving green, coordinated, and sustainable industrialization.
