Q: On September 16, Ursula von der Leyen, President of the European Commission, delivered the 2026 State of the Union Address, in which she mentioned China-EU trade imbalances and “China Shock 2.0,” stating that the EU would use all tools at its disposal to rebalance EU-China relations.
