Q: What is the current progress in China-Netherlands negotiations regarding Nexperia? Can you specify how China determines which companies can import Nexperia’s chips? (MOFCOM Regular Press Conference December 11, 2025)

A: Recently, China has actively facilitated negotiations between Wingtech Technology and Nexperia (Netherlands) in accordance with the consensus reached with the Dutch Ministry of Economic Affairs. Wingtech recently invited Nexperia’s independent directors and equity trustee to China to hold discussions on corporate control and restoring supply chain stability, demonstrating its commitment to resolving disputes. China has urged the Dutch ministry to fulfill bilateral agreements and facilitate the visit of Nexperia’s delegation to China as soon as possible via the Dutch embassy in Beijing.

I would like to emphasize that the Nexperia issue stems from the Dutch government’s overreach into corporate operations. The Dutch Ministry of Economic Affairs bears the responsibility to take constructive actions to revoke the administrative order, urge former Nexperia executives to withdraw lawsuits from the Dutch Amsterdam Court of Appeal's Enterprise Chamber, and create favorable conditions for internal corporate negotiations. China has taken concrete measures to exempt compliant exports intended for civilian end-uses, reflecting our responsible stance in safeguarding global semiconductor supply chain stability. We urge the Netherlands to take tangible steps to resolve the Nexperia issue.
