Urgent Circular of the Ministry of Commerce of the People’s Republic of China, on Adjusting the HS Code of Some Textile Products to the USA Subject to Interim Administration of Export Licensing Tuesday,October 10,2006 Posted: 13:51 BJT(0551 GMT)  CAITEC Departments of commercial administration of all provinces, autonomous regions, municipalities, cities specially designated in the state plan, Xinjiang Production and Construction Corps and Harbin, Changchun, Shenyang, Xi’an, Nanjing, Wuhan, Chengdu and Guangzhou: Due to the modification of the interim tax rate commodity, the General Administration of Customs adjusted HS code of a part of commodities. Please refer to appendix titled Form of HS Code Adjustment of 662 Textile Products to the USA for adjusted status of 662 Textile Products to the USA subject to interim administration of export licensing. In order to ensure smooth Customs clearance of the textiles under the adjusted HS codes, Ministry of Commerce adjusted Applying System on Line for Interim Export Licensing of Textiles (2006), which will start working at 19:00 on Jul 31, 2006. Related issues are now announced as follows: 1. For commodities that are declared on Aug 1 or after Aug 1 and involved with the 662 textile products to the USA, departments of commercial administration and license releasing authorities shall issue interim export license in accordance with adjusted HS code. 2. In case the exporters received interim export license of commodities involved with the 662 textile products to the USA before Jul 31 and prepare to make declaration on Aug 1 or after Aug 1, departments of commercial administration and license-releasing authorities shall be well prepared for exchange of the interim export license of textile products.
