As the supply source of basic resources and important raw materials, the resource-based city has made outstanding contribution to the economic and social development of our nation. To give stronger support to the sustainable development of such cities especially those with resource-exhaustion and to establish mechanisms and systems helpful for the sustainable development of such cities is the requirement of carrying out the scientific concept of development and building the harmonious society, as well as the important measure to ensure current resource supply and maintain the development of the national economy perpetually and healthily. Therefore, several opinions are posed as follows: <br/>1. Guidelines, basic principles and objectives of expediting the sustainable development of resource-based cities <br/>2. To build and foster the long-term mechanism of sustainable development for resource-based cities <br/>3. To cultivate and improve the alternative industries <br/>4. To concentrate on solving such social problems as employment <br/>5. To strengthen environmental improvement and ecological protection <br/>6. To enforce resource exploration and mining-rights management <br/>7. To give stronger support in the respect of policy <br/>8.
