Business Review 2013 (XVII): Actively Promote Trade in Electromechanical and High-tech Products, and Promote the Quality of Foreign Trade Development

In 2013, seriously implementing the requirements of the Party group, and focusing on "stabilizing growth, adjusting structures and promoting balance", Ministry of Commerce made efforts to maintain a steady growth of electromechanical, high-tech products and processing trade, intensified structural adjustment, deeply vitalized trade by science and technology, and implemented strategies of rejuvenating trade through science and technology, success through quality and marketing diversification, which has gained positive achievements.

I. Seriously implemented policies and measures to maintain a steady growth of electromechanical and high-tech products.

1. Implemented policies and measures. The Ministry of Commerce continued to implement four guiding opinions during the 12th Five-Year Plan period including promotion of export of electromechanical products, proactive import promotion strategy, promoting transformation and upgrading of processing trade, and internationalization of strategic emerging industries, convened the national video conference on business concerning electromechanical and hi-tech industry, and issued the 2013 Main Points of the National Electromechanical and High-tech Business.

2. Promoted the normalization of financing and insurance of export of complete set of large equipment. The Ministry of Commerce intensively studied and formulated the concrete proposal of the normalization of financing and insurance of export of complete set of large equipment, and studied the work plan on providing financing for export of complete set of large equipment by using foreign exchange reserve.

3. Paid attention to the combination of trade and industry and deepened the industrial contact mechanism.
The Ministry of Commerce actively boosted the implementation of the Guiding Opinions of the Ministry of Commerce on Improving Industrial Contact Mechanism during the 12th Five-year Period, strengthened connection with 30 key industries like electricity, locomotive and integrated circuit, and made situation analysis regularly, completed the comparative study and compilation of the development and international competitiveness of the 30 key industries and grasped the current development and trend of the key industries. The Ministry of Commerce also closely followed, studied and judged the import and export situation and made online surveys on 600 key connection enterprises to get to know their import and export situations and policy demands for the purpose of providing reference to the leaders for decision-making.

II.Intensified the structural adjustment and improved the growth quality and efficiency.

1. Pragmatically strengthened the base constructions. The Ministry of Commerce strengthened constructions of innovation bases for vitalizing trade by science and technology, national export bases for automobiles and components, national export bases of shipbuilding and national bases for transforming and upgrading foreign trade of motorcycles and components. The Ministry of Commerce has built public service platforms for research and development, detection and information for promoting export credit insurance to support the development of the bases, and cultivate new industrial advantages for international competition.

2. Standardized export order. The Ministry of Commerce further standardized the export order, promoted the capability of marketing and after-sales maintenance services, and drove 227 automobile enterprises and 174 motorcycle enterprises to establish 3,809 and 780 after-sales maintenance service outlets overseas respectively. The Ministry of Commerce also guided chambers of commerce to further improve the self-discipline convention of export competition for five major equipment manufacturing industries of telecom, electricity, rail transit, metallurgy and building materials. The atmosphere of benign competition among enterprises was initially formed.

3. Explored international market. The Ministry of Commerce guided enterprises to make strategic layout in international market, and designedly explored market. In 2013, The Ministry of Commerce invited ten domestic and overseas experts to explain the policies, laws and regulations of China's key automobile export market like ASEAN and EU, and provided more than 100 Chinese enterprises with special training on industry environment, access policy, technical regulations and certification system of products. The Ministry of Commerce supported 23 foreign trade enterprises in border areas to build cooperation with 15 key domestic manufacturing enterprises, and encouraged them to take advantage of their position to jointly exploit markets of surrounding countries.

4. Promoted the internationalization of China's standard. The Ministry of Commerce accelerated the organization and publication of the official English version of standard of China, and supported exports of large-sized complete sets of equipment that could drive the export of standards by using such financial measures as financing and insurance. The Ministry of Commerce also studied and formulated the overall strategy and realization path of the internationalization of China's standards of equipment manufacturing industry.

5. Encouraged the enterprises' independent innovation. The Ministry of Commerce supported the "going out" of China's independently innovative products, and after study, put forward policies and suggestions on exports of China's independent innovative and China's self-owned brands products and reported the same to the State Council.

III.Implemented positive import promotion strategies, and promoted the structure adjustment of import and trade balance

1. Supported enterprises to expand imports of advanced technical equipment and resource products. In concert with National Development and Reform Commission and the Ministry of Finance, the Ministry of Commerce revised the Catalogue of Technologies and Products Encouraged to Be Imported (2011 Edition), continuing to encourage the imports of advanced technology, major equipment, key components and resource products in short supply by using import discount policies.

2. Reduced administrative examination and approval items, and promoted trade facilitation. The Ministry of Commerce further canceled the automatic import licensing for seven coded products including steam turbine, and decentralized the management of the automatic import licensing of 40 coded products like mobile phones to Guangdong Province. The Ministry of Commerce studied and put forward opinions of adding 23 tax items like numerical control crankshaft grinding machine and adjusting the provisional tax rate of nine items like automatic transmission, and established the online verification system for automatic import licensing of electromechanical products.

3. Strengthened the international tendering of electromechanical products. The Ministry of Commerce completed the amendment of Measures for Implementation of International Tendering and Bidding of Electromechanical Products, and studied and formulated the administrative measures of bid evaluation experts and expert database. Positively participate in the formulation and implementation of Measures of Electric Tendering and Bidding, and canceled the function of recognition of qualifications of international bidding agencies of electromechanical products.

IV. Positively improved the policies for processing trade, and steadily promoted the transformation and upgrading of processing trade.

1. Promoted the demonstration pilot project of transformation and upgrading of processing trade. Continued to promote the work on Pearl River Delta demonstration area, and pilot cities of Suzhou and Dongguan; formulated and issued the pilot plan for the reform of examination and approval of processing trade in Guangdong Province; supported Suzhou and Dongguan to broaden maintenance services, and took the initiative to implement "network with several parties and enterprises access administration.

2. Supported the development of key undertaking places for the gradient transfer of processing trade. Implemented the guiding opinions of promoting the development of key undertaking places, and guided and supported the places to improve undertaking environment in terms of building public service platform of information and training.

3. Encouraged processing trade enterprises to broaden domestic market. Promoted the facilitation of domestic market, further simplified the examination and approval process, cut processing times and tried to cancel examination and approval of domestic sales in Guangdong Province. The Ministry of Commerce successfully held the second China Processing Trade Products Fair and organized thousands of processing trade enterprises to connect with hundreds of trade circulation enterprises, which has gained positive results.

4. Studied and improved the administrative system for processing trade. The Ministry of Commerce studied and improved the access conditions of processing trade enterprises, promoted the three-party network of processing trade, improved the processing trade administration of reception facility of satellite television, and put forward the scheme of adjusting and improving the catalogue of forbidden products of processing trade.

V. Deeply implemented the strategy of vitalizing trade by science and technology, and promoted the internationalization of strategic emerging industry

1. Properly coped with China-EU trade friction in photovoltaic goods. The Ministry of Commerce, according to the principles of "guided by government, coordinated by chambers of commerce, and determined by enterprises autonomously", guided the proper implementation of price commitment agreement, organized and convened the workshop of departments of commerce of the places where photovoltaic industry located, and strengthened the follow-up work to understand the appeals of enterprises.

2. Strengthened the development of innovation bases for vitalizing trade by science and technology. In 2013, the total import and export value of 88 innovation bases covering ten industries including strategic emerging industries, was over USD500 billion; relied on innovation bases, organized and convened the situation analysis meetings of the internationalization of emerging industries; strengthened the investigation and survey of OLED, TD-LTE, rare earth, integrated circuit and satellite navigation, and put forward improving suggestions on the industries' development plan and promotion policies and issued detailed rules for assessment of the innovation bases for vitalizing trade by science and technology.

3. Steadily promoted the internationalization of strategic emerging industries. The Ministry of Commerce organized key enterprises of bases for vitalizing trade by science and technology to cooperate and communicate with ASEAN, Italy, Thailand and Israel.
