Business Review 2013(VII): Positive Progress Made in Developing National Economic and Technological Zones

The State Council has approved or set up 29 national economic and technological development zones in 2013.The number of national economic and technological development zones all around the country climbed to 200 with 96 ones in East China, 58 in Central China, and 46 in West China . The national economic and technological development zones are distributed evenly.

National economic and technological development zones are still regarded as an important growth pole of national economic development. From January to September 2013, 200 national economic and technological development zones contributed a total gross regional product (GRP) of RMB4.8778 trillion, the added value of the tertiary industry of RMB1.1244 trillion, fiscal revenue of RMB947.7 billion and tax revenue of RMB777.7 billion, increasing by 17.4%, 20.8%, 20.3% and 13.4% year on year respectively, or 9.7%, 12.4%, 11.7% and 4.4% higher than the national averages respectively; the actual utilization of foreign capital and re-investment by foreign-funded enterprises came to US$41.6 billion, going up by 5.9% year on year; the total trade volume of import and export reached US$581 billion, a year-on-year growth of 7.3% (including export value of US$295.3 billion and import value of US$285.7 billion). The GRP of national economic and technological development zones, the added value of the tertiary industry, fiscal revenue, tax revenue and total trade volume of import and export account for 12.6%, 6.4%, 9.6%, 9.2% and 19% of the national total respectively.

National economic and technological development zones strive for great ecological progress and put green development as its main trends. In 2013, two national economic and technological development zones were accepted by the Construction of National Ecological Industry Demonstration Zone Leadership Office that was organized by the Ministry of Environmental Protection, the Ministry of Science and Technology and the Ministry of Commerce and were officially approved to name national ecological demonstration zones. By now, 14 national economic and technological development zones have been officially approved as national ecological demonstration zone, and 37 ones are striving for the same.

Besides, during the period of China International Green Innovative Products &Technologies Show 2013, 55 representatives from national economic and technological development zones, ten international institutions and more than260 representatives from ecological demonstration zones overseas, and from well-known enterprises attended China Ecological Industry Demonstration Zone Construction & International Cooperation Forum. Totally, 13 national economic and technological development zones and leading green technology players exhibited their achievements in low-carbon development as well as the international cooperation in energy saving and environment protection.
