2015 Business Review XVIII: Service Outsourcing Industry Developed Healthily and Rapidly
  

In 2015, China's service outsourcing industry maintained rapid and healthy development, reflected by the contract amount of Chinese enterprises' service outsourcing contracts, which was USD 130 billion. Service outsourcing played an important role in the steady growth, structural adjustment and employment promotion.

The industry size was expanded further and the business structure was gradually optimized. In 2015, the contract amount of services outsourcing contracts signed by Chinese enterprises reached USD130.93 billion, and the execution value, USD96.69 billion, respectively increasing by 22.1% and 18.9% when compared with 2014. The offshore service outsourcing contract amount is USD87.29 billion and the execution value, USD 64.64 billion, up 21.5% and 15.6% respectively. Pharmaceutical and biotechnology research and development, design and research and development of animation and game, industrial design and engineering design and other knowledge process outsourcing business rapidly grew, driving the gradual optimization of service outsourcing business structure.

Achievements were obtained in terms of the employment attraction and the professional service ability was increasing day by day. In 2015, there were 5644 new service outsourcing enterprises in China, up 70.6% from a year earlier. New employees were 1.275 million, including 669,000 university graduates (including college), respectively growing by 79.3% and 37.1% on a year-on-year basis. Chinese service outsourcing enterprises obtained 1,491 international certifications of 13 types, development capability maturity model integration (CMMI), information security management (ISO27001 / BS7799), etc., up by 7.3% from a year earlier. By the end of 2015, China's enterprises obtained 8,774 international certifications and, the enterprises' professional service ability increased day by day.

Onshore market potential released and the convergence degree deepened. China implements "Internet" strategy and action plan, promoting the innovation, integration and development of the Internet and services and manufacturing fields, constantly releasing the potential of onshore service outsourcing market and promoting the rapid development of onshore business. In 2015, the contract amount of onshore services outsourcing contracts reached USD16.14 billion, and the execution value, USD10.63 billion, respectively increasing by 24.8% and 21.7% when compared with 2014. Based on the wide application of specialized production and organization way of Internet and modern information technology, further deepen the deep integration of service outsourcing field and information services, manufacturing, wholesale and retail, transportation, energy, finance, health industry, and other vertical industries.

"The Belt and Road Initiative" market fast developed and, the domestic industry transfer effects appeared. In 2015, Chinese enterprises actively promoted the national services outsourcing market along the "Belt and Road Initiative", reflected by the contract amount and the execution value, respectively, USD17.83 billion, and USD12.15 billion, or growth of 42.6% and 23.4% on a year-on-year basis. Benefiting from the Beijing-Tianjin-Hebei collaborative development strategy, Qinhuangdao, Hebei, Shijiazhuang, Baoding and other cities faced great opportunities for development for orderly undertaking of the transfer of Beijing's and Tianjin's service outsourcing industry; the services outsourcing execution value of the whole province reached to USD1.16 billion, respectively increasing by 30 times when compared with 2014.Due to active undertaking of east industrial transfer of Jiangxi, Hubei and Hunan Provinces along the Yangtze River Economic Zone, the offshore service outsourcing execution value respectively went up by 37%, 33.8% and 26.6% on a year-on-year basis, much higher than the national average.

In 2015, the MOFCOM, closely centering around the creation of market environment, encouragement of innovation and development, connected national strategy and expanded the market share, promoting the rapid and healthy development of service outsourcing industry.

Sense of cohesion created a favorable market environment. The MOFCOM, in concert with the relevant departments, seriously carried out the Opinions of the State Council on Promoting the Accelerated Development of the Services Outsourcing Industry, strengthened the policies advocacy and unified understanding for joint development; carried out the "service outsourcing competitiveness improvement projects", improved enterprise's international competitiveness and played an exemplary agglomeration effect; intensified financial support, broadened the directions under support, improved the use of funds, and enhanced the initiative of local authorities to use the funds according to local conditions; strengthened the information service, improved the function of information system, and regularly released the information on industry development, to promote the information sharing between government departments; focused on the development of high-tech and high value-added service outsourcing business, actively guiding the industrial structure adjustment and optimization upgrading; made full use of Dalian Software & Information Service Fair, Hangzhou Clothes Fair and other trading platforms to promote the transfer of international service outsourcing business of multinationals.

Encouraged innovation and development and sped up the industrial upgrading. Under the new economic background, personalized and diversified consumption gradually replaced the imitation-type consumption, and the miniaturization, intelligent and specialized production gradually became the new characteristics of industrial organization; economic growth more relied on the quality of human capital and technological progress; moreover, innovation increasingly became a new engine driving development. In terms of the service outsourcing industry, specialized production and organization way would be applied; through technical innovation and business model innovation, improved production efficiency, conformed to the development demand of new economic situation, and adapted to the requirements for fostering new competitive advantages, promoting the global value chain position and transformation and upgrading of industry.

Conform to national strategy to expand the market space. In the wake of the implementation of the "Internet+" action plan, "Innovation and Venture" and other strategies of economic development, domestic and international markets were integrated deeply, and the most of the governments, enterprises, societies and others applied the service outsourcing way, creating an opportunity for the development of onshore outsourcing; the Beijing-Tianjin-Hebei collaborative development strategy and the construction of the Yangtze river economic belt construction promoted two-way openness and the infrastructure interconnectivity; the services outsourcing transfer and leading role was obvious. In addition, the "Belt and Road Initiative" expanded the international market space of the service outsourcing industry.

In 2016, the first year of "the 13th Five-year Plan", the MOFCOM will, in concert with the competent authorities, formulated and issued the 13th Five-year Plan for the Development of China's International Service Outsourcing Industry and the Guidance Catalogue for Key Development Fields of Service Outsourcing Industry, promoted the service outsourcing competitiveness promotion projects, strengthened the construction of credit system, built the rule of law and international business environment, provided the quality public information services, optimized the industrial structure and regional layout and improved enterprise competitiveness and brand influence, so as to push up "China Services" to a new stage.
