At the “China in the Past Decade” press conference, MOFCOM proposed to make all-out efforts to ensure the stability of industrial and supply chains of foreign trade. With the sporadic Covid-19 cases, the bottlenecks in the supply chains have been a common challenge for some foreign trade companies. What measures will be taken by MOFCOM to address these bottlenecks?(2022-05-26)

The CPC Central Committee and the State Council attach great importance to ensuring unimpeded logistics. Recently, the State Council Executive Meeting, the National Teleconference on Promoting the Sound Development of Foreign Trade and Foreign Investment, and the National Teleconference on Ensuring Unimpeded Logistics and Promoting the Stability of Industrial and Supply Chains have made important instructions on ensuring unimpeded transport and logistics, as well as normal functioning of key industrial and supply chains. MOFCOM has worked with relevant departments to earnestly implement these instructions, and we are making progress in unclogging the bottlenecks in logistics.

Going forward, we will follow through with the plan by the Party Central Committee and the State Council, work with relevant departments to solve real problems and continue to focus on the following aspects.

First, fix the chokepoints to ensure that foreign traders can transport goods smoothly in the country. We will guide localities in establishing mechanisms to serve key foreign traders, address the difficulties of foreign traders promptly, and help foreign traders affected by the epidemic to resume production as soon as possible. We will make every effort to ensure unimpeded transportation of goods. Foreign traders can apply for vehicle passes for key goods according to procedures.

Second, create synergy to continuously ease the pressure on international logistics. In terms of shipping, we will continue to work for a larger scale of direct-to-customer services by international liners to meet the needs of MSMEs for containers, guide localities in helping enterprises to lift off the container promptly, and improve the efficiency of transit. In terms of rail shipping, we will strengthen the communication and coordination with the countries along the international freight routes, and improve in sync the efficiency of railroad port clearance and operations. In terms of shipping by air, we will make good use of the air cargo capacity, and ensure the transportation of key parts, equipment, and products.

Third, improve services to address the real difficulties of enterprises. We will continue to guide localities in thinking ahead to identify and find solutions to the common problems that affect the resumption of production and supply chain stability, pin down the urgent needs and expectations of foreign traders, and solve the problems in production, logistics, and workers for enterprises, and make services more targeted.

Fourth, optimize the environment to expand the development space of the foreign trade industry. We will leverage the leading role of foreign trade transformation and upgrading bases, cross-border e-commerce comprehensive pilot zones, import trade promotion innovation demonstration zones, border trade processing pilot projects and other foreign trade demonstration pilot programs, the national economic development zones, and other investment promotion platforms, as well as the pilot free trade zones, the free trade port, and other high-level opening up platforms. We will continue to optimize the business environment, constantly improve the level of trade liberalization and facilitation, enhance the attractiveness of global resources and expand the space for the foreign trade industry.
