MOFCOM Announces the Final Ruling on the Anti-dumping Investigation against Ethanolamines

On October 29, 2018, MOFCOM released Announcement No. 81 of 2018, announcing the final ruling on the anti-dumping investigation against the ethanolamines originating in the US, Saudi Arabia, Malaysia and Thailand. MOFCOM ruled that there was dumping in the import of ethanolamines originating in the US, Saudi Arabia, Malaysia and Thailand, and the domestic industry in China was essentially damaged, and there was a causal relationship between the dumping and the essential damage. MOFCOM decided to impose anti-dumping duties on the above products by 10.1%-97.1% duty rates for five years starting from October 30, 2018.

Responding to the application of the domestic ethanolamines industry, MOFCOM launched an announcement on October 30, 2017, deciding to initiate anti-dumping investigation against the imported ethanolamines originating in the US, Saudi Arabia, Malaysia and Thailand. After that, MOFCOM carried out the investigation strictly according to relevant Chinese laws and rules and WTO rules. MOFCOM announced the positive preliminary ruling on June 16, 2018, based on the preliminary investigation, and made the above final ruling after a series of further investigations.
