The 5th CIFTIS Global Trade in Services Summit was held in China National Convention Center on May 28, 2018. Member of Political Bureau of the CPC Central Committee and Vice Premier of the State Council Hu Chunhua visited the booth, and Member of Political Bureau of the CPC Central Committee and Secretary of Beijing Municipal Committee of the CPC Cai Qi attended and addressed the summit. Minister of Commerce Zhong Shan also attended and addressed the meeting.

Zhong Shan said that President Xi Jinping stressed to accelerate the development of modern service, conduct high-level trade and investment liberalization and facilitation policies and open up wider in service sector. That has indicated the direction for China’s service sector development and provided great opportunities for international cooperation in service sector. Since the 18th CPC National Congress, China has actively opened up the service sector, established 11 pilot free trade zones, conducted to expand open-up pilots in service sector in Beijing and established innovative development pilots for trade in service across 15 regions including Tianjin, Shanghai and Hainan. It has pushed the development of service sector and trade in service. The size of China’s trade in service ranks the 2nd in the world at present.

Zhong Shan said at present, manufacturing industry servicizing and service industry digitization are pacing up, service and manufacturing are interwoven, service has played a more and more important role in the global value chains, and trade in service investment and cooperation has become a major engine of world economy growth. Socialism with Chinese characteristics has entered a new era. Efforts will be made to accelerate the development of modern service and expand international cooperation in service industry so as to realize high-quality economic development.

Zhong Shan said the Ministry of Commerce will implement a series of major moves announced by President Xi Jinping at Boao Asian Forum 2018 to promote the open, innovative and integrated development in service industry. Efforts will be made to speed up the opening-up and promote the international cooperation along the Belt and Road routes. The system of pre-access national treatment with a negative list will be carried out. Work will be made to hold the 1st China International Import Expo and expand service import. Promote the innovative development of trade in service and develope pilot areas in 17 regions including Beijing to deepen innovative development of trade in service. Modern service will be accelerated to develop new business modes of trade in service. IPR protection will be strengthened to invigorate market players. Deeper integration development will be boosted and integrated development between manufacturing and service, and service itself will be pushed to accelerate manufacturing industry servicizing, develop high-end productive service outsourcing, develop comprehensive service providers and integrate into the global value chains wider and deeper. The Ministry of Commerce will continue to support the CIFTIS to raise its international, marketing and professional level and create a cooperation platform for shared economy, open development and innovative integration.
