MOFCOM Announces the Preliminary Ruling on the Anti-dumping Investigation against Imported Halogenated Butyl Rubber Originating in the United States, the EU and Singapore

On April 19, 2018, MOFCOM released Announcement No. 39 of 2018, announcing the preliminary ruling on the anti-dumping investigation against the imported halogenated butyl rubber originating in the United States, the EU and Singapore.

MOFCOM preliminarily ruled that there was dumping of halogenated butyl rubber originating in the United States, the EU and Singapore, the domestic halogenated butyl rubber industry was substantially damaged, and there was a causal relationship between the dumping and the substantive damage. MOFCOM decided to launch provisional anti-dumping measures through garantee deposits against the imported halogenated butyl rubber originating in the United States, the EU and Singapore.

According to the ruling, the import operators should pay relevant deposits to the Customs of the People’s Republic of China according to the dumping margin (26.0%-66.5%) when importing halogenated butyl rubber originating in the United States, the EU and Singapore. since April 20, 2018.

Required by the domestic halogenated butyl rubber industry, MOFCOM made an announcement on August 30, 2017 and decided to start anti-dumping investigation against the imported halogenated butyl rubber originating in the United States, the EU and Singapore. The product is incorporated into the Import and Export Tariff of the People’s Republic of China under term 40023910 and 40023990.
