Institute of South-South Cooperation and Development (ISSCAD) Established in Peking University

In September 2015, when President Xi Jinping attended the summit of the 70th anniversary of the establishment of the United Nations and presided over the South-South Cooperation Round-table Conference, he announced a series of practical cooperative measures such as setting up an institute of South-South cooperation and development, which won broad praise and high marks of the international community. In order to implement this commitment, the Ministry of Commerce elaborately plans and carefully prepares, and decides to set up the Institute of South-South Cooperation Development (ISSCAD) in Peking University, opening the education training of the government officials and social elites of developing countries for a professional degree of national development. t

On April 29 2016, the launching ceremony of the ISSCAD was held at the National School of Development of Peking University. The Alternate Representative of International Trade of the Ministry of Commerce Zhang Xiangchen and the Secretary of the Party Committee of Peking University Zhu Shanlu jointly launched and addressed the ceremony. In Zhang's address, he proposed three goals and directions for the future development of the Institute: the ISSCAD should be the most attractive national development research institute, the most potential training base for the top-level talents of the developing countries and the most dynamic communication platform of the developing countries.

They said that the Chinese government positively implements the assistance commitment proposed by President Xi Jinping at the 2015 United Nations Meetings and the founding of the ISSCAD is a pioneering work of supporting the sustainable development of the globe and the South-South cooperation, which will definitely exert profound influence on advancing human progress. These fully demonstrate that the Chinese government is a responsible great power that is truthful in speech and firm in action. Attending are the Dean of the ISSCAD Lin Yifu, the representatives from the Ministry of Education and the Ministry of Finance, the diplomatic envoys representatives of the developing countries, the representatives of the foreign-aid students in training and the students and faculty of Peking University attended the activity.

The ISSCAD will make full use of the rich faculty strength, the profound historical accumulation and the comprehensive advantage of Peking University in the fields of humanities and social science. At the same time, the ISSCAD will invite famous professors both at home and abroad l and the academic leaders to organize a high-level faculty team. One of its features is to take the cross-disciplinary study of many disciplines such as politics, economics, philosophy, history and management, and adopt the international and complete English teaching mode, open classes such as new structural economics and policy practice and development theory and policy. The aim is to share the experience of state management, to deal with polities, to help other developing countries cultivate high-end government management personnel and to jointly discuss a development road of multi-elements. In 2016, the Ministry of Commerce plans to recruit the first batch of 10 3-year doctors and 30 1-year masters who major in the national development at the ISSCAD. At present, the relevant admission and selection work has been fully started. The first batch of students will start school in the fall term.
