MOFCOM Released Final Ruling on Anti-subsidy Investigation against Solar-Grade Polysilicon

On January 20, Ministry of Commerce released its final ruling on anti-subsidy investigation against Solar-Grade Polysilicon in its Announcement No. 4, 2014.

The Announcement says that, during the investigation period of this case, there were subsidies to imports of solar-grade polysilicon originated from the United States under investigation and China’s domestic industry was substantially damaged and there was casual relationship between the subsidy and substantive damages. In accordance with Anti-Subsidy Regulations of People’s Republic of China, the Customs Tariff Commission of State Council decides, as suggested by MOFCOM, to collect anti-subsidy duties on the said products. The importers, when importing the product under investigation, shall pay anti-subsidy duties to the Customs of the People’s Republic of Chinain accordance with the duty rate specified in the announcement.

The tariff number of products is 28046190 in the Customs Import and Export Tariff of the People’s Republic of China, under which the electronic grade poly-silicon that is used to produce semiconductor products like integrated circuit and discrete device is not covered by this investigation.
