The 24th China-U.S. Joint Commission on Commerce and Trade Comes to a Close in Beijing

On December 20, the two-day 24th China-U.S. Joint Commission on Commerce and Trade (hereinafter referred to as “JCCT”) came to a close in Beijing. Following the principles of honesty and pragmatism, working groups of both sides exchanged views on issues of major concerned in economic and trade fields, reached consensus and yielded positive results. After the meeting, Mr. Wang Chao, Vice Minister of Commerce of PRC, in concert with Zhu Guangyao, Vice Minister of Finance, Liu Lihua, Vice Minister of Industry and Information Technology, and Niu Dun, Vice Minister of Agriculture jointly presided over the news briefing, and took questions from the press.

Mr. Wang Chao pointed out in his speech that, in JCCT, both sides spoke highly of JCCT’s role in stabilizing bilateral relations and expanding mutually beneficial cooperation; agreed to continue promoting pragmatic cooperation through JCCT and the affiliated cooperation work teams in different industries; reached consensus on realizing substantial trade on the U.S. beef exported to China and China's cooked poultry exported to the U.S.; made joint efforts to promote the implementation of Action Plan of China-U.S. High-tech Trade Cooperation in Key Areas, for encouraging key fields like civil aerospace, information technology and exploration and development of oil and gas to export to China for civil use, and promised to strengthen cooperation through the work team of China-U.S. high-tech and strategic trade; both sides made commitments to strengthen criminal law enforcement of intellectual property; agreed to officially launch on January 30, 2014 the fifth stage of memorandum of understanding of group travelling of Chinese citizens to the U.S.; strengthened cooperation under APEC, and supported China to hold the 2014 APEC conference.

Wang Chao said that, the U.S. reiterated its commitment to give fair treatment to China in the reform of export control system, and expressed that once it received the necessary materials required by Regulations on Administration of Export, it would accept and decide the permission application of the individual case timely, including technical equipment for deep-water oil and gas exploration. Both parties agreed that Chinese ultimate civil users were encouraged to apply for the authorization of “Verified Ultimate User” for items for civil use; the U.S. welcomed Chinese enterprises to invest in the U.S.; the U.S. would be willing to clarify the statutory requirements of evaluation and procedure for examination and approval of exporting liquefied natural gas to China and other non-FTA countries, and the U.S. Ministry of Energy would notify National Energy Administration of the progress of project examination and approving. The U.S. Federal Aviation Administration will continue the cooperation with Civil Aviation Administration of China, complete the shadow investigation of ARJ21 and further broaden cooperation on the airworthiness of transport aircrafts. The U.S. Trade Development Agency will provide USD 1 million to support activities under China-U.S. Framework Agreement on Intellectual Property Cooperation, actively promote the implementation and discuss with China to enrich the cooperation contents and invest in necessary resources. In 2014, the U.S. will take measures to promote the transparency of the review of “notorious market”; support Chinese enterprises to protect their rights through legal remedies in the U.S., and continue to provide Chinese obligees with supports on capability building; complete the access procedure of exports of Chinese apples to the U.S. before the export season of 2014; the U.S. has approved the key patent application of China IWNCOMM on Wireless LAN security standards; the U.S. has approved four Chinese enterprises to export cooked poultry materials for processing to the U.S., and the U.S. is willing to provide suggestions and technical supports for the operation of Shanghai Pilot Free Trade Zone.

Wang Chao said that, China would speed up to join the negotiation of government procurement agreements, and submit an amended offer in 2014, the scope of which would be generally the same as that of the participants; provide equal protection to the trade secrets of foreign and domestic obligees according to the law and continuously improve the strategies and legal system on trade secrets protection; continue to promote the installation of authorized software in government departments and state-owned enterprises; China would accept applications from foreign institutions for 3C certification authority and laboratory assigned work in Spring, 2014; and China was studying the market access administrative regulations for bank cards settlement.

Wang Chao pointed out that, JCCT is one of the high-level economic and trade dialogue mechanisms established between the two countries, playing an irreplaceable role in broadening bilateral economic and trade cooperation and maintaining the stable development of China-U.S. economic and trade relation. The JCCT is the first JCCT of the new administrations of the two countries. The success of JCCT showed the mutual beneficial and win-win essence of China-U.S. economic and trade relation, and injected positive energy to build new-type China-U.S. bilateral relation. He hoped that both sides will make full use of JCCT, strengthen dialogue and communication and broaden mutual beneficial cooperation to open new prospects for China-U.S. economic and trade relation.
