MOFCOM Issued its Preliminary Ruling on Anti-dumping Investigation against Imports of Solar Grade Poly-silicon Originated from US and South Korea

MOFCOM released its preliminary ruling on anti-dumping investigation against imports of solar grade poly-silicon originated from US and South Korea in its Announcement No.48, 2013 issued On July 18, 2013.

In response to the petition of domestic polysilicon industry, Ministry of Commerce released its Announcement on July 20, 2012 to launch anti-dumping investigation against imports of solar grade poly-silicon originated from US and South Korea. Upon investigation, MOFCOM made the preliminary ruling that during the investigation period of this case, there was dumping of the products under investigation and China’s domestic industry was substantially damaged and there was casual relationship between the dumping and substantive damages. In accordance with the results, MOFCOM decided to carry out provisionary anti-dumping measures of collection of security deposit. Starting from July 24, 2013, the importers, when importing the product under investigation, shall pay corresponding security deposits to the Customs of the People’s Republic of China in light of dumping margin determined by this preliminary ruling.

The tariff number of the imports is 28046190 in the Customs Import and Export Tariff of the People’s Republic of China, under which the electronic grade poly-silcon that is used to produce semiconductor products like integrated circuit and discrete device is not covered by this investigation.
