Official from the department of trade in services of MOFCOM gave a briefing on service outsourcing in the first half of 2023

In the first half of 2023, service outsourced to Chinese businesses registered RMB 1.0917 trillion in contract value and RMB740 billion in executive value, up by 10.6% and 14.7% year on year. In breakdown, offshore services outsourced to Chinese businesses registered RMB630 billion in contract value and RMB418.9 billion in executive value, up by 15.1% and 16.1%. By structure, the executive value of ITO, BPO and KPO reached RMB176.7 billion, RMB72.7billion, and RMB169.5 billion, up by 13.8%、13.3%和20.0%. In particular, offshore service outsourcing of IT solutions, management and consultation, and internet marketing grew more rapidly than others, up by 69.4%、68.6%和57.1% year on year.

By regions, the 37 demonstration cities for service outsourcing registered RMB581 billion in contract value and RMB380.7 billion in executive value, up by 18.3% and 15.5% year on year, accounting for 92.2% and 90.9% of the national aggregate. Offshore service outsourced to the Yangtze River Delta registered RMB318 billion in contract value, and RMB213.7 billion in executive value, up by 28.8% and 17.9% year on year, accounting for 50.5% and 51.0% of the national aggregate. Offshore service outsourced to the west of China registered RMB13.4 billion in executive value, up by 31.5% year on year.

In the international market, offshore services outsourced from the Hong Kong SAR, the US, and the EU reached RMB85.7 billion, RMB82.5 billion, and RMB55 billion in executive value, up by 13.6%、16.4% and 14.8%, accounting for 53.3% of the total. Offshore services outsourced from RCEP members reached RMB107.2 billion in executive value, up by 22.2 %, accounting for 25.6% of the total. Specifically, offshore services outsourced from Vietnam and Indonesia grew more rapidly than others, up by 47.3% and 40.5% year on year.

By business ownership, offshore services outsourced to private businesses reached RMB125.9 billion in executive value, up by 13.4% year on year and accounting for 30.1% of the national aggregate. Offshore services outsourced to foreign-invested enterprises reached RMB191.9 billion in executive value, up by 19.4% year on year and accounting for 45.8% of the national aggregate.

In terms of employment, by the end of June, China’s service outsourcing industry had created 15.305 million jobs, including 9.905 million people with college degrees or above, or 64.7%. In the first half of the year, service outsourcing industry created 330,000 jobs, including 240,000 million people with college degrees or above, or 73.2%.
