Head of MOFCOM Trade Remedy and Investigation Bureau Wang Hejun Comments on US Final Ruling on the Anti-dumping and Countervailing Investigation against Aluminum Foil Imported from China

On February 27 (Washington time), the US Department of Commerce released its final ruling on the anti-dumping and countervailing investigation against the aluminum foil imported from China. Head of MOFCOM Trade Remedy and Investigation Bureau Wang Hejun made comments on it.

Wang Hejun said that in the view of the investigation process and result, the US side still ignored the WTO rules and severely impaired the interests of Chinese exporters. The Chinese side was strongly against it. During the anti-dumping investigation, the US Department of Commerce still regarded China as “non-market economy country” on the basis of its domestic laws and adopted the method of “surrogate country” to rule a high anti-dumping rate of 48.64%-106.09%. In the process of countervailing investigation, the US Department of Commerce has one-sidedly recognized Chinese suppliers of raw materials and financial institutions as “public organizations” and ruled a high anti-subsidy tax rate of 17.16%-80.97% wrongly without any evidence.

Wang Hejun stressed that the US aluminum enterprises have initiatively withdrawn from the production of low added-value aluminum foil twenty years ago and turned to aluminum products with high profits. Therefore, the drop of output and market share of US aluminum foil is the business choice of American enterprises , not caused by imports. The unreasonable and excessive use of trade remedy measures will not realize the renaissance of US aluminum foil industry but will affect its domestic employment and impair the interests of US consumers. The Chinese side will take necessary measures to uphold our legitimate rights against the wrongdoings of the US side.
