MOFCOM Trade Remedy and Investigation Bureau Comments on the Anti-dumping and Countervailing Decision of the United States against China on Two-way Tensioned Geogrid

U.S. Department of Commerce issued the final decision memorandum of anti-dumping and countervailing investigation on the two-way tensioned geogrid products imported from China on January 5 2017, local time in Washington, affirming that the anti-dumping rate of all involved Chinese enterprises was 372.81% and the countervailing rate was 15.61%-152.5%. Director of the MOFCOM Trade Remedy and Investigation Bureau Wang Hejun made a statement on this.

Wang said that China felt disappointed and questionable about the decision of high tax of the U.S. Department of Commerce on China's involved products. With regard to the export buyer's credit project of anti-subsidy, the proposer of the United States did not provide sufficient evident. China's involved enterprises and the Chinese government said in the respondents that their involved products did not use this project and the importers of the United States did not prove the using of this project. During the on-site inspection process, the relevant departments of Chinese government fully cooperated and the U.S. Department of Commerce did not find any evidence of using this project. However, the U.S. Department of Commerce still used high tax rate with the excuse that the project cannot be verified. In terms of anti-dumping, the United States ignores the full cooperation of enterprises, totally subverted the preliminary decision, chose use the highest punishment tax rate to all enterprises. Chinese enterprises were very unsatisfied with the practice of the United States.

Wang emphasized that China pays severe concern to the ignoring facts, abusing rules and ruling personal high tax rate of the United States. China urges the United States to commit to the WTO relevant rules, strictly abide by the investigation procedure and prudently take trade remedy measures. China will take necessary measures to safeguard the fairness and rights of the involved Chinese enterprises.
