Director of Trade Remedy and Investigation Bureau of MOFCOM Wang Hejun Comments on the US Anti-dumping and Countervailing Investigation against Plywood Imported from China
  

The US Department of Commerce launched an anti-dumping and countervailing investigation against plywood originally produced in China on December 9 (Washington time). Director of Trade Remedy and Investigation Bureau of MOFCOM Wang Hejun made comments on this event.

Wang Hejun said the applicant of this case filed an anti-dumping and countervailing investigation against plywood imported from China in 2012. The US International Trade Commission ruled that the plywood from China had not caused substantive damages or threats of damage to American domestic industries. And in the following judicial litigation, the US Court of International Trade supported the ruling of the US International Trade Commission in September, 2016. The applicant of this case in such a short time again filed another anti-dumping and countervailing investigation against plywood from China, which is an abuse of trade remedy measures.

Wang Hejun indicated the applicant of this case has many defects in product range, industry representativeness of the applicant, and product normal value, etc. The investigatory apparatus neither provides a sufficient and reasonable negotiation opportunity for Chinese government before filing the case, nor sufficiently responds to objections raised by Chinses government to the core legal issues over product range and industry representativeness of the applicant, etc. The investigatory apparatus is suspected of violating the relevant domestic legal provisions of the WTO and the US. Its hasty filing of the case is unconvincing and has distinct trade protectionism features.
  
Wang Hejun stressed that the US shall faithfully fulfil the relevant international obligations during the case processing, and it shall launch the investigation fairly, justly and transparently according to the common WTO rules. China will keep a close eye on the US investigation progress and earnestly safeguard the legal rights and interests of Chinses enterprises.
