Spokesman of Ministry of Commerce Comments on Extending the Supervision Transition Period of Retail Import of Cross-Border E-commerce

Approved by the State Council, China required to give one-year transitional period to the related supervision on retail import of cross-border e-commerce since May 11, 2016. It means that China will continue the supervision according to the pilot mode, the “first line” bonded goods purchased online from 10 pilot cities like Tianjin, Shanghai, Hangzhou, Ningbo, Zhengzhou, Guangzhou, Shenzhen, Chongqing, Fuzhou and Pingtan would be temporarily free of entry bill. Cosmetics, infant formula milk powder, medical apparatus and instruments and special food (including health food and formula food for special medical use) will not be required of the first time import licensing approval, registration or filing temporarily. . For direct-purchasing in all regions, the requirements of import licensing approval, registration or filing for the above goods will not be implemented either.

Since the implementation of the transition, the retail import of cross-border e-commerce has enjoyed a steady development, and played an important role in guiding enterprises to positively adapt to standard supervision requirements, and guiding local governments to innovate supervision services. At the same time, related departments are studying how to optimize the supervision arrangement from the perspectives of promoting the healthy development of the industry and maintaining the interests, safety and health of consumers. In order to steadily promote the transition of the supervision mode of retail import of cross-border e-commerce and with the approval from related departments, the above transition period will be further extended to the end of 2017.

During the transition period, related industrial enterprises should intensify self-discipline, strengthen the risk control of goods quality and safety, adapt to the standard supervision requirements as soon as possible, and jointly create a social environment which will benefit the healthy development of retail import of cross-border e-commerce and make full preparations for the steady transition of supervision modes.
