MOFCOM Trade Remedy and Investigation Bureau Comments on the Final Anti-dumping Measures on Chinese Cold-Roll Steel Sheets Products Implemented by the EU

On August 4, the European Commission made the final decision on the anti-dumping investigation of the cold-roll steel sheets originating in China, deciding to implement the final anti-dumping measures with a tax rate of 19.7%-22.1% and adopting the retrospect revenue measures. This has been the second trade action continuously adopted by the EU against the Chinese steel products recently. The Head of the MOFCOM Trade Remedy and Investigation Bureau made a statement on this.

He said that the protection measures on the imported cold-roll steel sheet products adopted by the EU will obviously raise the domestic price, affect the market supply and weaken the competitiveness of the relevant downstream manufacturing industries of the EU. China paid high attention to the target profit rate of return of the EU's industry raised by the EU in this case and the practice of implementing the retrospect revenue measures. China has noticed that the EU has adopted the import registration measures for many times, but it has never changed into the retrospect revenue measures. This case has marked the first case of retrospect revenue measures on the importers in recent years. This behavior increased the legal uncertainty and seriously affected the normal international trade.

He emphasized that the recent Conference of the G20 Trade Ministers which was closed in Shanghai reiterated the commitment of maintaining the current situation and cancelling the existing protection measures and prolonging the commitment to the end of 2018. China felt sorry that the trade protection actions were soon continuously adopted by the EU on Chinese steel products soon, and appealed the EU to keep its promises made on international occasions. China also appealed the EU to avoid abusing the trade remedy measures and sending the wrong information to the outside world.

He pointed out that the Chinese government always adheres to using the trade remedy measures prudently, restrainedly and standardly, and realizes the win-win results through negotiations and communication and industrial cooperation. China is willing to strengthen the communication with the EU and properly solve the problem faced by the steel industry at present.
