Official from Trade Remedy and Investigation Bureau Comments on the US Final Ruling on Anti-dumping and Countervailing Investigation against the Cold-rolled Sheet Imported from China

The United States International Trade Commission made the ruling that the cold-rolled sheet imported from China and Japan had made substantive damages to its domestic industries on June 22 (Washington time). Therefore, the US Customs will levy tax on the cold-rolled sheet imported from China in line with 265.79% rate of anti-dumping and 256.44% rate of countervailing confirmed by the US Ministry of Commerce previously. Official from Trade Remedy and Investigation Bureau made comments in this respect.

He said the Chinese side has noticed that by the end of April 2016, the US has conducted a total of 161 trade remedy rulings on various steel products worldwide and the US steel industry has been in a state of overprotection. In late May 2016, 80 senators from the steel group of the US Congress wrote a joint letter to the United States International Trade Commission, pledging to strengthen the enforcement of the trade remedy law. The Chinese side worries about the US trade protectionism in steel industry and believes that the weak steel industry of the United States is the result of its overprotection.

He pointed out that the difficulties challenging the global steel industry result from the weak demands because of the international financial crisis. This is a common consensus reached by many countries in the world. Fiercer and fiercer trade protectionism can only aggravate frictions and conflicts, but help little to solve the problem. The Chinese side believes that the best solution is to strengthen cooperation, cope with the difficulties together, to dig out the potential of demands and to realize the mutually beneficial results. The Chinese side urged the US to adhere to the WTO rules, to adopt the trade remedy measures prudently and carefully and to play a positive role in promoting the US-China trader in steel products and in improving the overall trade environment.
