Official from Trade Remedy and Investigation Bureau Comments on the US Anti-dumping and Countervailing Investigation against Cold-rolled Sheet Imported from China

On May 17 (US Time), the US Ministry of Commerce made a final ruling on the anti-dumping and countervailing investigation against the cold-rolled sheet originating in China and Japan that the dumping rate of the Chinese enterprises is 265.79% and the subsidy rate is 256.44%. Official from Trade Remedy and Investigation Bureau of MOFCOM comments on it.

The official said there are many unfair practices during US anti-dumping and countervailing investigation against the Chinese products, especially the refusal to make separate rates of tax for the Chinese enterprises. The US side has severely impaired Chinese enterprises’ right of defense, so the Chinese enterprises have to give up the defense, giving the US an opportunity to rule an extremely high rate of tax artificially. The Chinese side expressed strong dissatisfaction in this respect. We are striving for a fair treatment for the Chinese enterprises through the WTO dispute settlement mechanism. We urged the US side to strictly abide by the WTO rules and correct the wrong doings as soon as possible.

The official said since 2015, the US has launched many trade remedy investigations against cold-rolled sheets, galvanized sheets and stainless sheets originating in Brazil, India, ROK, Russia, Japan, Netherlands, UK, Turkey and China. It has taken measures to transfer its domestic dilemma of steel industry abroad and give extra protection to its domestic industries. The Chinese side held that it breaks the WTO rules of free trade for the US to so frequently restrict the steel products of other countries to enter the US market and this is not in line with the tendency of globalization and has severely harmed the normal international trade of steel products.
  
He stressed that at present, the global steel industry is facing difficult operation and overcapacity, resulting from weak economic growth and global demands. It’s a common problem that all countries need to cope with. Therefore, to simply and frequently adopting trade protectionism measures makes no contributions to the basic solution of the common and temporary problem which is challenging steel industries of all countries. The Chinese side has consistently insisted in negotiation and cooperation to reduce frictions and realize mutually beneficial results.
