Distinguished officials, friends, ladies and gentlemen, Good morning! It’s a great pleasure for me to attend the opening ceremony of the Corruption Prevention Workshop. First of all, on behalf of the Ministry of Commerce, I’d like to congratulate on the opening of the workshop, and welcome the developing country friends who have travelled afar from Asia and Africa. China is the world’s largest developing country. The Chinese government has always attached great importance to friendly cooperation with other developing countries. For the past 50-odd years, we have supported and cooperated with each other in seeking national independence, opposing hegemonism, and shaping a multi-polarized world, in addition to forging strong friendships. To support developing countries’ fight for national independence and their efforts to develop national economy, the Chinese government and people, despite our own economic difficulties, have provided our best possible help to many others. Since the start of this year, the global financial crisis, triggered by the US subprime mortgage crisis, has deepened and spread, wreaking great havoc on the world economy. In response, the Chinese government has adopted flexible and prudent macro economic policies, and issued a stimulus package to expand domestic demand and promote steady and moderately fast growth of the national economy. These policies contribute not only to China’s development, but also to the steady growth of the world economy. Such a grim and complex global economic climate makes it all the more imperative that developing countries should join hands, consistently push forward South-South cooperation, and explore new areas and avenues of reciprocal cooperation. Human resource development and technology import is a critical growth driver for developing countries. In recent years, in order to help developing countries develop intellectual capital and enhance independent development capacity, the Chinese government has been stepping up development cooperation in the form of human resource development, training nearly 10,000 people every year, an effort widely applauded by foreign governments and peoples. Human resource development cooperation now stands as an important way of China’s development cooperation. This workshop is precisely a tangible example of such cooperation which draws funding from China’s foreign assistance budget. Dear guests, friends, Corruption is a common challenge to the international community. The Chinese government has always underscored corruption prevention. It has exerted itself to fight corruption in a comprehensive way, address both its symptoms and root cause and combine punishment with prevention, with the emphasis placed on prevention, thus effectively improving the institutions for penalizing and preventing corruption. While resolutely cracking down on corruption, we give more emphasis to removing its root cause, to prevention and to institutional building. In this workshop, comprehensive discussions will be held over a wide range of issues, including integrity education, anti-corruption legal system, transparency in government affairs, government procurement, open tender in construction projects, streamlining and standardizing administrative review and approval, improving public service, rationalizing civil service management, rectifying ill governance, battling business bribery, and enforcing the Anti-Corruption Convention of the United Nations. I hope that through this workshop, we can share with foreign officials and friends our experience in preventing and fighting corruption and upholding integrity. We also hope that in the discussions, all the officials could exchange their experience in corruption fighting and explore effective measures to prevent corruption, so that the workshop could improve mutual understanding, exchange and cooperation, and in turn contribute to corruption prevention in each of our countries. I’d like to take this opportunity to thank the Ministry of Supervision and the National Bureau of Corruption Prevention for their support, and the China National School of Administration for their preparations and considerate arrangement. To conclude, I wish our foreign friends a happy stay in China, good health and a fruitful trip, and I wish this workshop a complete success. Thank you. |
