The market price, supply and demand of the necessities for life such as pork, edible oil and rice etc changed frequently too. In order to track and master the supply, demand and price change of the commodities in the market in time, and bring the guidance function of public information into play, the Ministry of Commerce would make full use of the Service System of Urban and Rural Information and start the Emergency Monitoring Daily Report System at the earliest time. So, the price, sales status and stock of the key commodities could be mastered and be promulgated to the society. Meanwhile, In order to actively guide the production supply and the consumptions of residents, the Ministry of Commerce would enhance the prediction and early warning for the hot issues and sensitive commodities, establish the Information Monitoring and Early Warning System for pig slaughter, and improve a series of systems for releasing the indexes of commodities. 2, Enhance the Capability of Reserve and Adjustment, Guarantee the Stability of Market This year, natural disasters and emergencies happened frequently in China. In order to stabilize the supply of the market, the Ministry of Commerce fully exerted the functions of the commodity reserves and adjustments and reinforced the strength for adjusting and controlling the markets. First, actively establish and improve the reserve system in both central and local governments, increase the commodity varieties, and enlarge the scale of reserve. So far, 25 provinces, autonomous regions or municipalities directly under the Central Government and 5 cities specifically designated in the state plan have established local pork reserve besides the central reserve. Second, for dealing with emergencies, much more reserved commodities would be put in. This year, 28 thousand ton reserved meat was put in during the period of the Sleet and Frost Disaster; yak meat was put into Lhasa during the “3.14 Accident”; 8 thousand ton reserved frozen meat was put into the disaster areas after the Wenchuan Earthquake happened; 20 thousand ton reserved frozen meat was prepared during the period of the Beijing 2008 Olympic Games. All of the measures above have played important parts in maintaining the stability of the market. Third, improve the data bank of emergency commodities and raise the capability for dealing with emergencies. Relying on the data bank of emergency commodities, 400 thousand ton vegetable, 10 million candles and other lighting equipments, a lot of edible oil, instant noodles and so on, were arranged and transported to the disaster areas during the period of the Sleet and Frost Disaster in the beginning of the year; when coping with the “Wenchuan Earthquake”, a great quantity of drinking water, fast foods, milk products, gloves, respirators, crowbar, lighting products and so on were arranged and transported to the disaster areas, so, the supplies in the markets of the disaster areas would be sufficient, and the disaster relief works could be carried on successfully. 3, Enhance the connection between production and demand, Increase the Effective Supply Effected by the factors such as natural disasters, the changed environments of export, separation between the production and sale etc, the agricultural products in many regions of China were hard to sell, and both the incomes of farmers and the supplies of markets were influenced. To solve this problem, the commercial departments took many measures, organized and established the connection systems between the wholesale market of agricultural products, distribution enterprises and the sourcing areas, and smoothed the circulation channels. Meanwhile, the platforms for connecting the production with sales were also built through many channels such as the “Commercial Information Forecast”, the “Commercial Website of New Countryside” and so on. So, the production and sales could meet. Especially, the Accident of the Sanlu Baby Milk Power has badly influenced the consumer confidence and the consumer expectations of the residents. In order to guarantee the safety of foodstuff and bring up the consumer confidence, the Ministry of Commerce further enhanced the safety management of foodstuff. First, improve the system construction, implement the newly-modified “Management Regulations on Pig Slaughter”, “Safety Management Methods on the Foodstuff of the Circulation Fields” and “Management Method on the Circulation of Liquor”, and carry out the “Safety Operation Specifications on the Foodstuff of Supermarkets (Trial Edition)” and the “Safety Operation Specifications on the Foodstuff of the Wholesale Market of Agricultural Products (Trial Edition)” and so on, to standardize the restrict the production and operation of the distribution enterprises. The publicity works have gained great active effectiveness. 5, Foster Name-Brand Exhibition, Develop Exhibition Consumption Fostering typical and influential exhibitions is one of the effective ways for enlarging the consumption. In recent years, the Ministry of Commerce carried out integrated management for the trade, processing and producing of the silk industry, actively arranged and fostered many International Silk Expositions of China where many domestic and foreign silks and name brand garments were got together to exhibit and sell. It played a very import part in expanding the domestic and international markets, promoting the brand names of Chinese garments, enlarging the consumption of silk, and increasing the incomes of the silkworm farmers. And it also brought along the relevant consumptions such as accommodation, food and drink, traffic, communication and so on. Being faced with the severe and complex international financial situations and the new problems emerged in China, the Ministry of Commerce will cope actively, take further effective measures, enlarge the supply of the markets, improve the connection between supply and demand, and satisfy the consumer requirements of the residents. First, the monitoring and early warning of market will be effectively enhanced. Close attentions must be paid to the changes of the commodity market; the information about the necessities for life, such as meat, egg, milk and oil etc must be publicized in time; the prediction and early warning must be enhanced; and the capability for adjusting and control the market must be advanced continuously. So, the decision-making basis for the consumption of residents could be provided. Second, the storage system will be further improved. The storage scale of pork will be confirmed, the small-packing grain and oil will be added to the varieties of the storage, the commercial circulation system for the emergency commodities such as bottled water, fast foods, cleaning products and lighting equipments etc will be established. The current storage installations will be improved and the construction of the central storehouses will be reinforced. The data bank construction of emergency commodities will be improved and the range of key contact enterprises will enlarged, and so, the capability for copying with emergencies will be promoted. Third, the connection between the production and the demand will be enhanced continuously. The functions of the platform that connects the production with the sale will be improved, and the production and sale cooperation modes among regions and among enterprises will be innovated. The long-term mechanism for solving the problem that some agricultural products are hard to sell will be established, and the effective supply of market will be increased. Fourth, the function that import can guarantee the domestic market will be exerted. According to the detailed conditions of China and foreign countries, the import amount of the necessities for life, daily commodities and high-class consumables, which are greatly demanded but are lacked in China, and are supplied mainly by foreign countries, will be increased, to satisfy the various demands of different groups. Fifth, the works for food safety will be paid much more attention. The “Three-Green Project” will be greatly implemented and the construction of green market will be enhanced. It will be supported that the distribution enterprises and the wholesale market purchase the food-quality detection devices and improve their own detection systems. The construction of the service system of “Quality-Assured Meat” and “Quality-Assured Liquors” will be accelerated, the publicity on the Quality-Assured foodstuff will be enhanced and the safety management of circulation foodstuff will be guaranteed. So, the safety of consumption will be further promoted. |
