 9月10日，中国-巴基斯坦自由贸易委员会第一次会议在北京举行。商务部部长助理王超出席开幕式，并与巴基斯坦商务部秘书（副部长）苏勒曼甘尼共同宣布《中国-巴基斯坦自贸区服务贸易协定》将于10月10日生效实施，从而标志着中巴两国将建成一个涵盖货物贸易、服务贸易和投资等内容全面的自贸区。 本次会议上，双方主要就《中国-巴基斯坦自由贸易协定》（主要包括货物贸易和投资合作）自2007年7月实施以来的双边贸易投资发展、关税减让实施、协定优惠利用、贸易数据统计、原产地规则、卫生与植物卫生措施、技术性贸易壁垒等情况进行了审议，并就进一步做好协定宣传和实施、加强双向投资和经济合作、推动医生和护士资格互认和许可等问题深入交换了意见。会议取得圆满成功。 《中巴自贸协定》实施以来，两国贸易投资和经济合作发展迅速。2007年，双边贸易额65亿美元，其中我国出口54亿美元，进口11亿美元，同比分别增长25%、28%和10%。尽管受到全球金融危机的严重影响，2008年双边贸易额仍然达到70亿美元，其中我国出口60亿美元，进口10亿美元，同比增长1.3%、3.2%和降低8.9%。2009年上半年，双边贸易额31亿美元，其中我国出口26亿美元，进口5亿美元，同比下降13%、15%和0.3%。借助于《中巴自贸协定》，中巴双边贸易明显好于两国分别对全球和绝大部分国家的贸易情况。目前，我国已成为巴第四大贸易伙伴。 《中巴自贸区服务贸易协定》于今年2月签署。根据协定，在两国各自对世贸组织承诺基础上，在12个主要服务部门中，巴方11个服务部门的102个分部门和我国6个服务部门的28个分部门将相互进一步开放。目前，该协定是迄今两国各自对外国开放程度最高、内容最为全面的自贸区服务贸易协定。协定在10月10日实施后，有望与《中巴自贸协定》一起，在两国共同应对世界金融危机、促进经济发展、深化全天候友谊中发挥重要积极作用。我国自贸区建设进展和上述协定详情可登录“中国自由贸易区服务网”（fta.mofcom.gov.cn）查询。 |
