 国务院总理温家宝26日主持召开国务院常务会议，研究部署抑制部分行业产能过剩和重复建设，引导产业健康发展。 会议指出，为应对国际金融危机的冲击，今年以来，按照“保增长、扩内需、调结构”的总体要求，国家制订了重点产业调整和振兴规划，出台了控制总量、淘汰落后、兼并重组、自主创新等一系列推动结构调整的政策措施。目前，政策效应已初步显现，企业生产经营困难情况有所缓解，产业发展总体向好。但部分产业结构调整进展不快，一些行业产能过剩、重复建设问题仍很突出，不仅钢铁、水泥等产能过剩的传统产业仍在盲目扩张，风电、多晶硅等新兴产业也出现重复建设倾向。当前，我国经济正处于企稳回升的关键时期，必须认真落实科学发展观，在保增长中更加注重推进结构调整，坚决抑制部分行业的产能过剩和重复建设，大力发展符合市场需求的高新技术产业和服务业。要把握好调整的方向、力度和节奏，切实转变经济发展方式，提高经济发展的质量和效益，促进经济全面协调可持续发展。 会议讨论并原则通过了《中华人民共和国石油天然气管道保护法（草案）》。会议决定，《中华人民共和国石油天然气管道保护法（草案）》经进一步修改后，由国务院提请全国人大常委会审议。 |
