 8月18日，西北地区商务工作联席会议机制第一次会议在银川召开。商务部部长助理崇泉同志出席会议并讲话。 为加强和促进西北地区商务工作协调发展，经商务部批准，西北地区商务工作联席会议机制今年年初正式建立。该机制由商务部驻西安特办牵头，陕西商务厅、甘肃商务厅、宁夏商务厅、青海商务厅、新疆商务厅和新疆兵团商务局等主管部门参加，主要目的是搭建平台、通报情况、交流经验、研究工作、解决问题，提出西北地区商务工作的进一步规划和建议。 会上，西北五省区和新疆生产建设兵团商务主管部门领导通报了今年上半年以来经济运行情况、存在主要问题、下一步工作思路及建议。总体来看，西北地区在“搞活流通、促进消费”方面成效显著，社会消费品零售总额增长速度普遍高于全国平均水平，但外贸进出口受金融危机冲击，下滑幅度较大。 崇泉在听取了西北五省区和新疆兵团商务主管部门的工作汇报后，充分肯定了各地商务主管部门在应对金融危机“保增长、扩内需、调结构”方面所做的各项工作。他表示，商务部重视金融危机对西北地区外贸发展带来的不利影响，将继续努力为西北地区商务发展提供支持与服务。西北五省区大部分为多民族居住地区，商务工作在繁荣市场、增加收入、促进民族和谐等方面的作用尤其突出，广大商务工作者要增强责任感和使命感，提高各项政策措施的前瞻性、针对性和有效性；以国家西部大开发战略实施10周年为契机，解放思想、开阔思路、大胆探索，正确处理保增长与调结构的辩证关系，在商务工作如何更好地支持和服务国家西部大开发战略上下功夫。 |
