8月16日出版的今年第16期《求是》杂志将发表中共中央政治局常委、国务院总理温家宝的重要文章《高度重视林业的改革和发展》。文章分为关于林业的改革和关于林业的发展两个部分。 文章指出，我国林业正在进行一场史无前例的集体林权制度改革。这场改革是农民的创造，是基层的经验，它同土地家庭承包经营一样，具有重要而深远的历史意义。集体林权制度改革是农村生产关系的一次重大变革，也是农村生产力的又一次大解放。这场改革在国家经济建设特别是在农业发展中，在农民增收致富中，在改善生态、应对气候变化中，都将会产生无可比拟的巨大作用。我们要坚决贯彻党中央、国务院发布的《关于全面推进集体林权制度改革的意见》，毫不动摇。一要明晰产权，切实给予农民平等的集体林地承包经营权；二要放活经营，切实让农民在林地经营中得到实惠；三要加强扶持，切实给农民提供良好的政策环境；四要搞好服务，切实为农民提供便捷的技术、信息、林地承包经营权流转等服务。 文章强调，我国林业的发展，要坚持以生态建设为主的可持续发展道路。促进林业发展的方针，一要全国动员，全民动手，全社会办林业；二要大力推进林业重点工程建设；三要全面加强林业基础设施建设，改善林区生产生活条件；四要大力发展林业产业，把兴林和富民紧密结合起来。 |
