 中国人民银行此间发布的《２００８年年报》称，２００９年，随着去年三季度以来一系列保增长、扩内需、调结构政策措施的逐步落实，到今年一季度我国经济快速下滑势头已得到初步遏制，多数经济指标呈现阶段性企稳的积极变化，中国经济将逐渐企稳回升。 报告称，短期内经济重新大幅回落的风险已明显降低。报告认为，随着一大批新开工项目建设的逐渐铺开，投资增速有望进一步加快，预计全年全社会名义和实际投资增速将超过２００８年。而一系列改善民生的措施将对稳定消费产生积极影响。此外，由于宏观调控具有较大的回旋余地，只要政策措施得当和落实及时有力，全年经济仍有望实现８％左右的增长目标。 报告同时指出，短期内价格下行压力仍然存在，但伴随着经济周期的起伏变化，货币因素终会带动物价发生顺周期变化，可能在下一个经济上行周期中增大物价上涨压力。 |
