 记者从国家林业局发展规划与资金管理司获悉，自中国人民银行、财政部、银监会、保监会和国家林业局5月26日联合发布《关于做好集体林权制度改革与林业发展金融服务工作的指导意见》后，国家开发银行、中国农业银行、中国农业发展银行日前陆续出台贯彻这一《指导意见》的具体实施意见，进一步加大对林业改革发展的金融支持力度，提高对林业客户的金融服务水平。 国家开发银行出台的实施意见对进一步做好林业项目的开发性金融服务工作提出了工作目标，明确了林业贷款的期限、利率、信用机构、重点支持领域。 贷款期限：为支持集体林权制度改革开办的林权抵押贷款、林农小额信用贷款以及林农联保贷款等小额林农贷款，贷款期限最长可为10年；速丰林、生态建设及后续产业开发原则上15年以下，最长不超过20年；林纸（板）加工项目不超过12年。 |
