| 温家宝：开展新农保试点是中央又一项重大惠农政策 |

 全国新型农村社会养老保险试点工作会议１８日上午在京召开。中共中央政治局常委、国务院总理温家宝出席会议并作重要讲话。中共中央政治局委员、国务院副总理、国务院新型农村社会养老保险试点工作领导小组组长张德江主持会议。 温家宝指出，近十年来，党和政府在公共财政覆盖农村方面做了几件大事：全面取消农业税，实行农业直接补贴，免除农村义务教育学杂费，建立新型农村合作医疗制度，深受广大农民群众的欢迎，他们称之为“种地不交税、上学不付费、看病不太贵”。建立新型农村社会养老保险制度，为农村居民提供老年基本生活保障，这是党中央、国务院最近作出的又一项重大惠农政策，是国家朝着促进社会公平正义、破除城乡二元结构、逐步实现基本公共服务均等化的一个重大步骤。建立起这项制度，将会使农民“养老不犯愁”，逐步解决后顾之忧。这对应对国际金融危机、扩大国内消费需求、加快完善覆盖城乡的社会保障体系、推动和谐社会建设和国家的长治久安，都具有重要意义。 温家宝指出，新型农村社会养老保险试点的主要内容包括两个方面，一是实行基础养老金和个人账户养老金相结合的养老待遇，国家财政全额支付最低标准基础养老金；二是实行个人缴费、集体补助、政府补贴相结合的筹资办法，地方财政对农民缴费实行补贴。 |
