 13日，国务院新闻办公室就加大产业结构调整力度，保持工业平稳较快增长等情况举行发布会，工业和信息化部部长李毅中出席了发布会并回答记者提问。 李毅中指出，上半年工业经济呈现企稳回升的良好运行态势，是中央“扩内需、保增长、调结构、惠民生”一系列政策效果的综合体现，成绩来之不易。在充分肯定成绩的同时，也应该清醒地看到，当前企稳回升的基础还不稳固。外需严重萎缩仍然是工业“保增长”面临的最突出问题，在全球经济不景气情况下，前7个月我国外贸出口值同比下降22%，国际货币基金组织8月份将今年全球经济增长预期下调到-1.4%。今年以来我国居民消费价格指数和工业品出厂价格指数一直处在下降区间，1-7月，居民消费价格同比下降1.2%，工业品出厂价格同比下降6.2%，7月份分别下降1.8%和8.2%。企业效益大幅下滑的状况尚未得到明显改观，相当一部分企业经营仍很困难， 1-5月，盈利企业盈利额下降17%，亏损企业亏损额上升14.3%，亏损面为23%，39个工业大类行业中有19个行业利润同比下降。产能过剩、增长质量不高、经营方式粗放仍然是影响我国工业平稳较快发展的深层次矛盾。 |
