| 海关推出加工贸易银行保证金台帐电子化联网试点 |

 8月1日起，海关对部分加工贸易企业实施加工贸易银行保证金台帐电子化联网管理试点。这是《电子签名法》颁布实施以来海关与其他部门之间实现电子签名互信和交叉验签，第一次真正做到跨部门业务处理无纸化的一次有益探索和尝试。 海关总署日前分别与中国银行、中国工商银行签订了《关于加工贸易银行保证金台帐电子化管理的合作协议》，并交换了电子签名认证证书。首批进行试点的是北京、青岛、合肥、汕头海关关区内部分采用电子化手册管理的加工贸易企业。 开展加工贸易银行保证金台帐电子化联网管理试点将简化加工贸易手续、便利加工贸易企业。据海关总署相关负责人介绍，实施加工贸易银行保证金台帐电子化联网管理之后，试点企业在办理加工贸易备案、变更和核销手续时，无需多次在海关与银行之间往返奔波，可以通过办公室电脑或者预录入公司电脑办理相关手续，节省办事时间和成本，业务运作效率将明显提高。同时，除原有的中国银行外，中国工商银行在电子化联网管理手段支持下又加入办理加工贸易银行保证金台帐业务的行列，企业有了更多的选择。此外，涉及加工贸易银行保证金台帐业务的十多种纸面单证，在电子化联网管理基础上从日常业务中将自动消失，仅在异常情况、应急处理时才作为备用手段。 对海关和银行来说，纸面单证作业减少，窗口作业压力的降低，有助于海关和银行将有限的人力资源和时间精力集中做好监管和服务工作。 据了解，此项具有海关、银行和加工贸易企业合作共赢性质的试点工作，将持续3个月。试点成功后，将在全国范围内对所有申办加工贸易电子化手册的企业推广应用。 |
