| 银监会发布新资本协议相关指引 七文件再征意见 |

 近日，中国银监会就实施新资本协议相关指引向社会征求意见。此次征求意见的七项监管指引，内容涉及银行资本充足率的计算、监督检查，资产证券化风险暴露监管资本计量，银行账户利率风险管理，市场风险资本计量内部模型法监管等多个方面。 去年12月，银监会曾就上述指引向社会公开征求过意见，此后，监管部门又根据巴塞尔委员会议近期发布的《新资本协议框架完善意见》等文件，对指引进行了修改。 按照银监会实施新资本协议的规划，2010年底，国内大型商业银行将先期实施新资本协议，最迟到2013年底，国内银行将全部实施新资本协议。为了确保2010年底新资本协议如期实施，银监会将先后推出三批相关监管指引。首批五个监管指引已于去年底正式推出，内容涉及账户信用风险暴露分类、信用风险内部评级、信用风险缓释与操作风险监管资本的计量等方面。今年，银监会将陆续完成第二批、第三批实施新资本协议相关监管指引的起草工作，并陆续推出，以求最终能建立起一整套以新资本协议为基础的资本监管制度。 根据银监会安排，今年上半年将完成对两家新资本协议银行的现场评估，下半年完成对计划2010年底开始实施新资本协议银行的第一轮现场评估。 |
