| 上半年中国私营企业总数增长5.31% |

 记者从国家工商总局获悉：受国际金融危机冲击，今年以来个体私营企业发展受到较大影响。各地通过多种帮扶活动，全力支持个体私营企业实现稳定发展。上半年，新登记私营企业62.32万户、个体工商户360.94万户。截至6月底，全国实有私营企业692.35万户，注册资本12.81万亿元，从业人员8212万人，分别比去年底增长5.31%、9.11%和3.9%；实有个体工商户3063.63万户，资金数额9851.30亿元，从业人员6099.60万人，分别比去年底增长5.01%、9.39%和5.59%；全国实有农民专业合作社17.91万户，出资总额1620.47亿元，分别比去年底增长61.5%和84.11%，个体私营经济保持了企稳向好的发展趋势。 工商总局个体私营经济监督管理司有关负责人表示，下半年，将主要从6个方面进一步促进个体私营经济发展，巩固经济企稳回升的势头。 一是鼓励私营企业做大、做强、做活。除国家明令禁止的外，凡允许国有和外资企业进入的投资领域，一律对个体私营企业开放。按照“增加总量、扩大规模、鼓励先进、淘汰落后”的要求，重点支持符合国家产业政策、具有竞争优势的私营企业，通过兼并、重组等方式，组建跨行业、跨地区经营的大型企业集团。 二是切实帮助个体私营企业解决融资难问题。积极开展动产抵押、股权质押和注册商标专用权质押登记，指导个体私营企业利用抵押、质押担保进行融资；允许股权出资，探索债权转股权，为个体私营企业进一步拓宽融资渠道。 三是研究对中小企业标准进行科学界定和细分。结合修订《城乡个体工商户管理暂行条例》，根据不同行业、不同规模个体私营企业的特点，研究制订针对“微型企业”的扶持措施。 四是大力推进“以创业带动就业”。严格按照《就业促进法》规定，对符合政策规定的创业人员3年内免收登记类和证照类等有关行政事业性收费。 五是加大对个体私营企业的字号名称、注册商标和商业秘密的保护力度，维护个体私营企业的合法权益。 六是依法规范行政管理，坚决制止“三乱”现象。充分发挥行政执法“预防、警示、教育” 的功能，慎用处罚。 |
