| 刘明康：中美将深化银行业跨境监管合作 |

 此次金融危机引发了对金融监管的全面反思。首轮中美战略与经济对话28日在华盛顿闭幕后，中国银行业监督管理委员会主席刘明康在接受记者专访时说，中美将深化跨境金融监管合作，这是本次经济对话部分在金融领域的一项重要成果。 刘明康介绍说，近年来中美双方银行业务相互渗透发展较快。中国工商银行、中国银行、建设银行和招商银行已经在美国建立分行，在纽约、旧金山和洛杉矶都已经有了商业存在。同时，美国的银行作为外资银行，在中国的投资数量和资产规模都比较大。因此，双方需要提高跨境监管合作的有效性和质量。 他说，在跨境银行业与金融业的合作，特别是监管合作方面，中方正式倡议中美从跨境危机管理和处置方面来开展监管合作。双方明确了各自在跨境金融监管合作上的责任和义务。此外，两国监管者应经常交流宏观审慎监管和微观审慎监管中的经验，交流对危机的总结和思考。 他说：“具体做法是，我们作为母国监管者将主动向各个东道国，包括美国在内，通报这些大型银行的经营状况、战略变化和风险发现。同时，美国银行业监管者应当对等、及时、如实地向我们提供在中国有分支机构的美国大型银行母行的风险状况，尤其是在应对这次金融危机当中风险资产处置的进展情况、风险战略和管理的改进情况。” |
