 商务部外国投资管理司副司长孙鹏30日在北京说，今年以来我国服务外包产业逆势而上，一直呈现比较良好的势头。上半年服务外包企业承接国际服务外包合同执行金额25．6亿美元，同比增长32．5％。 孙鹏当天在介绍我国服务外包行业相关情况时说，上半年，全国新增服务外包企业1406家，新增从业人员29．7万人，其中新增的大学毕业从业人员23．9万人。上半年服务外包企业承接国际服务外包合同执行金额25．6亿美元，同比增长32．5％。 他说，服务外包是目前快速增长的新兴产业，是国际服务领域产业转移的重要内容，同时也是经济发展的重要产业引擎，我国服务外包合同执行金额增幅长年保持在25％以上。 他说，服务外包产业在我国高速增长的原因主要有三方面，一是我国具有承接服务外包、发展服务外包产业的一些要素条件和优势，如很好的基础设施、良好的投资环境、一定的人才基础；二是从中央到地方各级政府都认为服务外包是调整产业结构、扩大就业特别是高素质人员就业的重要方面，因此出台了一系列政策，极大地支持了服务外包产业的发展；三是在国际金融危机的背景下，跨国公司为应对危机、降低成本、提高竞争力，客观上也把非核心的业务向外转移，这为服务外包产业的发展提供了客观条件。 孙鹏介绍说，今年商务部会同国家有关部门制订了一些扶持服务外包的具体政策措施，其中包括税收、劳动工时、人才培训、电信便利化、通关便利化等。 |
