 第二届大湄公河（简称GMS）次区域经济走廊论坛9月17日在柬埔寨首都金边开幕。商务部副部长易小准、柬埔寨国务兼商业大臣占蒲拉西、老挝总理府部长肯萍•奔舍娜、泰国国务部长兼总理府部长李天文、越南投资计划部副部长张文端、缅甸国家计划与经济发展部副部长都因佐上校、亚行副行长劳伦斯•格林伍德等出席了论坛。 本届论坛主题为“大湄公河次区域经济走廊：走向融合、和谐、繁荣的次区域”，旨在讨论大湄公河地区南北、东西及南部经济走廊发展现状、存在的制约因素及未来发展方向。 易小准副部长在开幕式上致辞，强调在当前金融危机下，次区域各国应明确传递共同应对危机的政治意愿，化挑战为机遇，为推动本地区经济一体化提供推动力。他同时对今后合作提出四点建议：一是确定经济走廊合作的优先领域，制定行动计划解决当前面临的瓶颈和障碍；二是加强与工商界合作，将经济走廊论坛打造成工商界参与的重要平台；三是加强本地区各经济走廊间的协调，深化区域一体化进程；四是充分利用东盟一体化和中国—东盟自贸区已达成的共识，实现不同机制间的相互推进。 作为经济走廊论坛的重要组成部分，16日还召开了GMS经济走廊省长论坛。会议呼吁应大力推动地区内贸易流，帮助各国尽早走出危机；进一步明晰界定公共部门和私有部门在经济走廊建设中的角色，切实让公私伙伴关系发挥实效；加强地方政府间的沟通和协调，解决国家层面短期难以解决的问题。 GMS经济走廊论坛倡议是由温家宝总理于2008年在老挝万象第三次GMS领导人会议时提出，得到了各方的积极响应，并作为一项重要会议成果写入《领导人宣言》，其目的是推动GMS走廊建设从交通合作逐步扩大到贸易和投资合作，最终实现向经济走廊的转化，同时为地方政府和企业提供一个参与合作、交流对话和信息分享的平台。2008年6月，首届经济走廊论坛在云南成功举办。目前，经济走廊论坛已成为GMS国家推动本地区经济走廊建设的重要机制。 |
