 7月17日，由商务部召开的驻外经商参赞工作会议在京开幕，商务部长陈德铭在会上做了“转变职能，服务大局，努力做好新时期驻外经商机构工作”的主题报告。 陈德铭表示，驻外经商机构是我国对外经济工作的重要前沿。近年来，驻外经商机构服务外交大局，积极推进多双边经贸合作，为国内经济发展和企业发展服务，积极应对贸易摩擦，妥善处理各类应急事件，加强自身建设，各项工作取得明显成效。 陈德铭指出，当前，我国正处在改革发展的关键时期，世界政治经济格局也处在调整变动的活跃时期。中国与世界经济的互动更加深刻，对外经济工作环境日趋复杂，我国的开放型经济发展进入新阶段，统筹利用两个市场、两种资源的要求不断提高，促进双向贸易投资和开展对外援助等工作任务更加突出。特别是近期世界经济下行压力加大，全球性通货膨胀抬头，国际金融市场动荡加剧，气候变化成为国际热点，多哈回合谈判前景不明，世界经济各种不确定性因素和潜在风险增多。驻外经商机构要按照党中央、国务院的要求，认真贯彻落实互利共赢的开放战略，根据形势的发展变化，增强大局意识，充实工作内涵，加强作风建设，提高工作水平，为促进中国与世界的经贸合作，促进国民经济发展做好服务。 陈德铭表示，随着我国“走出去”步伐逐步加快，要加快构建对外投资合作公共服务体系。驻外经商机构要为企业开展对外投资提供服务和指导，努力推进对驻在国投资方式的转变；加大对投资合作项目的监管，与当地社会经济实现和谐发展；采取有效措施，保护好我境外资产和人员安全；加强对投资合作的公共信息服务。他要求驻外经商机构，加强和改进援外工作，认真落实好中非合作论坛等各项经援措施，进一步巩固我国与广大发展中国家的友好关系。 中央和国家有关部门的代表，173个驻外经商机构的参赞参加了本次会议。 |
